Table tests 1: CSB adds spaces!!

PROBLEM 1: Layered Table, extra space below inner table

In this sample, I wanted a large outer border, with an inner gray border, and white inner table centered inside each cell, but I end up with a blank line below each inner table and can not remove it (no text, returns or spaces to delete).  I've checked paragraph format and made sure that is set at 0 before and after.

I adjusted the tables below by changing the inner tables to vertical alignment: middle.
Since the space will not go away, I decided to center the inner table as best I could
